The Programmable State: Inside the RBI’s Directives on CBDC, ULI, and Sovereign Debt

The 36th Conference of State Finance Secretaries, held at the Reserve Bank of India’s Mumbai headquarters on October 27, 2026, marked a decisive pivot in the dialogue between the central bank and sub-national governments.

Inaugurated by the RBI Governor and attended by the finance secretaries of 27 States and three Union Territories—alongside the Ministry of Finance, the Comptroller and Auditor General (CAG), and the Controller General of Accounts (CGA)—the conference went far beyond conventional deficit accounting, introducing digital public infrastructure (DPI) directly into state fiscal management.

Programmable CBDC: The Next Frontier of Welfare Delivery

The most consequential directive was the Governor’s call for states to adopt Programmable Central Bank Digital Currency (P-CBDC) for Direct Benefit Transfers (DBT).

While India's Aadhaar-linked DBT system revolutionized financial inclusion, cash transfers remain fungible once deposited into beneficiary accounts. Programmable e-Rupee changes this fundamentally: state administrations can attach cryptographic rules ensuring that fertilizer subsidies, textbook allowances, or female enterprise grants are spent exclusively at authorized merchant categories. This eliminates intermediary diversion and ensures 100% targeted welfare efficacy.

ULI: Unlocking Rural Balance Sheets

The central bank also pressed state administrations to complete their integration with the Unified Lending Interface (ULI).

By linking state-maintained land revenue records, geotagged cadastral maps, and milk/crop yields via standardized, consent-based APIs, ULI enables banks to underwrite agricultural and micro-enterprise loans without physical documentation. For state economies, onboarding onto ULI transforms dormant rural land assets into active economic collateral.

Standardizing State Debt via Benchmark Issuances

On sovereign liabilities, the RBI reviewed market borrowings and urged states to adopt a Benchmark Issuance Strategy for State Development Loans (SDLs). Consolidating fragmented bond issuances into large, standardized maturities will deepen secondary market liquidity, attract institutional foreign portfolio investors (FPIs), and narrow the yield spread between state bonds and central government securities (G-Secs).

Why it matters

Strategic Takeaway

The release of the ‘Compendium on Cash and Debt Management for State Governments’ formalizes a new era: sub-national fiscal health is being fused with state-of-the-art fintech infrastructure. By bridging debt market sophistication with programmable currency, India is building the world’s most advanced digital public finance architecture.
