Behind PhonePe and Google Pay: the B2B stack that actually moves UPI transactions

India's top consumer payment apps route all traffic through partner banks, which lean on a hidden layer of enterprise software firms to process transactions at scale.

PhonePe and Google Pay dominate headlines on UPI market share, but regulation requires them to route 100% of their traffic through partner banks. The actual processing work happens one layer deeper, inside a network of B2B enterprise software providers.

At the bank level, legacy infrastructure is dominated by players like Mindgate Solutions and FSS, which build UPI switch systems inside major banks. Global player ACI Worldwide supplies rails for bank-to-bank settlement.

Above the banks sits an orchestration layer. Juspay's payment orchestration SDKs are used by large merchants like Amazon Pay and CRED to manage routing across multiple bank switches and reduce transaction failures.

A newer set of API infrastructure firms — M2P Fintech and Setu — let fintechs plug into UPI rails quickly, while aggregators such as Razorpay are extending into deeper backend routing services.

Why it matters

For DSAs and lenders, this is a reminder that consumer-facing brand strength and UPI transaction volume don't automatically translate into infrastructure control. The firms managing routing, settlement and failure-prevention — Mindgate, FSS, ACI, Juspay, M2P, Setu, Razorpay — sit closer to the actual economics of payment reliability that lending and disbursal workflows depend on.

Any lender or Sub-DSA network relying on UPI for loan disbursal or EMI collection is indirectly dependent on this B2B layer's uptime and routing efficiency, not just on the consumer app a borrower happens to use.
